A useful answer, not a guarantee
These are comparative judgments, not legal, real-estate, medical, immigration, or financial advice. They can be incomplete or wrong. Most closures choose a sourced finalist rather than claim a newly researched local defect; the full county roster was not re-audited. A closed place stays closed unless better evidence answers its reason. “Ruled out” requires a decisive constraint checked by a distinct second researcher against the actual sources. No property is cleared for purchase or village occupancy.

What the shortlist does—and doesn’t—decide
It tells us where to spend the next diligence effort. Before any land decision, we still need a real housing layout, water and wastewater capacity, insurance and hazard checks, routes to care, and a full monthly budget. The slate can change when better evidence arrives.
